In the publication it is emphasized that the tendencies of development and improvement of modern constitutional regulation are manifested through the corresponding values that are typical for the Western type of society, the state, Western civilization in general. Given the historical retrospective and the stages of formation of the rule of law and civil society, such values can be conditionally classified into new and classic. The emergence of classical values was the result of long-term development and improvement of civil society and the state, but they are still the basis of Western civilization. They are the structural basis for the new constitution. It is noted that the synergetic effect of the interaction of classical values causes the emergence of new values that should permeate all sections of the new constitution.
