Lawyer and judge with 38 years of professional experience, including working as a federal judge, practising attorney, nonpartisan chief legal officer of the U.S. Senate, and lecturer at Harvard Law School and Stanford Law School.

Began his legal career in private practice before serving for four years as Senate Legal Counsel, the nonpartisan chief legal officer of the United States Senate. After a brief return to private practice, he served for five years as General Counsel of Brigham Young University.

He has long been active in the American Bar Association’s rule of law projects in Eastern Europe and Eurasia and is currently a member of the International Advisory Board of the CEELI Institute in Prague.

From 2005 until 2020, served as a federal judge on the United States Court of Appeals for the District of Columbia Circuit.

In 2021, he was appointed to the Presidential Commission on the Supreme Court of the United States.

Currently, he is a Lecturer on Law at Harvard Law School, a Fellow at the Wheatley Institute at Brigham Young University, and a Special Counsel in the Washington, DC office of the Hunton Andrews Kurth law firm.

In 2023 recommended by the USAID for AGE membership, as substitute member appointed by Cabinet of Minister of Ukraine.
