Ivan Tymchenko was born in 1939 in Pokrovsk district, Dnipropetrovsk region in a peasant's family. He finished College of agriculture mechanization, the Technical school of agriculture, then worked as a tractor-driver, mechanic. He graduated from the Law Faculty of Kyiv Taras Shevchenko State University (at present Kyiv Taras Shevchenko National University) in 1967. From 1966 he served as a senior editor of “Radianske Pravo” [Soviet Law] journal. From 1971 he worked at Koretskyi Institute of State and Law of the National Academy of Sciences of Ukraine as a post-graduate student, junior and senior research assistant and academic secretary. In 1990 – 1991 he was an assistant to the Chairman of the Verkhovna Rada of Ukraine, from 1991 – Head of the Legal Service (Directorate) of the Administration of the President of Ukraine. In September 1996 he was appointed Judge of the Constitutional Court of Ukraine by the President of Ukraine. On October 19, 1996 at the special plenary session of the Constitutional Court of Ukraine he was elected Chairman of the Constitutional Court of Ukraine for a three-year term till October 18, 1999. Candidate of Legal Sciences, Full Member of the Academy of Legal Sciences of Ukraine. Decorated with the award of the President of Ukraine – the Order of Prince Yaroslav Mudry, 5th and 4th classes, the Diploma of the Cabinet of Ministers of Ukraine and the Diplomas of the Verkhovna Rada of Ukraine, the Diploma of the Chairman of the Constitutional Court of Ukraine, M. Hrushevskyi Order "For the Development of Ukraine" – "Golden Fortune", the Order of the Federative Republic of Germany "Grand Cross of Merit", the Order of Merit, 3rd class. Distinguished Lawyer of Ukraine. He participated in drafting the Constitution of Ukraine, the Declaration on the State Sovereignty of Ukraine, the Laws of Ukraine “On languages in Ukraine”, “On the elections of People’s Deputies of Ukraine”, “On the Constitutional Court of Ukraine” etc; he was a member of the Constitutional Commission (1994). Ivan Tymchenko terminated his authorities of a Judge of the Constitutional Court of Ukraine on March 22, 2004.
