Petro Martynenko was born in 1936 in Osivtsi, Brusyliv ditrict, Zhytomyr region in a peasant’s family. He began his professional career in 1954 in Nyzhnii Tagil where he worked as tractor driver’s assistant at a construction trust. He served compulsory military service. In 1962 he graduated from Saratov Law Institute and later taught there. From 1965 he was a post-graduate student, senior lecturer, associate professor, professor, Head of the Department of Comparative Law Studies of the Institute of International Relations at Kyiv Taras Shevchenko State University. 1991 – 1996 - chief research advisor at the Secretariat of the Verkhovna Rada of Ukraine (part-time). 1992 – 1993 - member of the Collegium on legal policy of the State Duma of Ukraine. 1992 – 1996 – Substitute Member of the Venice Commission in respect of Ukraine. In September 1996 he was appointed Judge of the Constitutional Court of Ukraine by the President of Ukraine. Candidate of Legal Sciences. Decorated with Order of Merit, 2nd and 3rd classes. Author of numerous scientific works, including monographs, text books on constitutional law, international public law, comparative law studies. He participated in drafting Law on Languages in the Ukrainian SSR, Concept of Treaty on Community of Independent States, Declaration on State Sovereignty of Ukraine, Constitution of Ukraine, Law “On the Constitutional Court of Ukraine”. As an expert of the Ministry for Foreign Affairs of Ukraine he participated in drafting European Convention on Citizenship and European Charter on Regional and Minority Languages of the Council of Europe. Petro Martynenko’s authorities of a Judge of the Constitutional Court of Ukraine were terminated on February 17, 2001. Mr. Martynenko died on July 14, 2013. |
