Anatolii Holovin

 

Anatolii Holovin was born on February 1, in 1952 in Makiyivka, Donetsk region, in a worker’s family.

In 1969 he started to work as an electrical fitter at “Donbaskabel” Donetsk plant. In 1970 – 1972 he served a regular term in the army.

After graduation from Sverdlovsk Law Institute in 1976 he worked as an investigation officer trainee, investigation officer, senior investigation officer at Kirovskyi district prosecutor’s office in Donetsk, senior investigation officer at Donetsk prosecutor’s office.

In 1979–2005 he served in the bodies of national security of Ukraine: he held executive posts at investigation and other departments, he was Deputy Head of Contractual and Legal Directorate, First Deputy Head, later Head of Investigation Directorate of the Security Service of Ukraine.

In 2003–2004 he was Deputy Prosecutor General of Ukraine – Head of the Directorate General of military prosecutor’s offices (remaining in the military service).

In August 2006 he was appointed Judge of the Constitutional Court of Ukraine by the Verkhovna Rada of Ukraine. He swore the oath on August 4, 2006.

September 2008 - July 2010 – Deputy Chairman of the Constitutional Court of Ukraine.

2010  – 2013  – Chairman of the Constitutional Court of Ukraine.

Mr. Holovin’s scientific interests are concentrated on the research the issues of ensuring guarantees of human and citizen’s rights. He is the author of the book “The Protection of Human and Citizen’s Rights and Freedoms at Administration of Justice in the Decisions of the Constitutional Court of Ukraine”, "Human Rights: Interpretive Activity of the Constitutional Court of Ukraine", monograph "The Protection of Human and Citizen's Rights by the Sole Body of the Constitutional Jurisdiction in Ukraine", more than 20 articles on the protection of human  and citizen's rights and freedoms, co-author of the textbook "Constitutional Law of Ukraine". Member of the Supeervisory Boards of the National University "Yaroslav Mudry Law Academy of Ukraine", National Academy of Internal Affairs of Ukraine, National Academy of the Security Service of Ukraine and Kharkiv National University of Internal Affairs.

For an outstanding contribution to the protection of human and citizen's rights and freedoms, conscientious work he was awarded with Certificates of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine as well as with departmental awards and decorations of judicial and law enforcement offices, government agencies and NGOs.

Distinguished Employee of the Security Service of Ukraine. and the Prosecution Office of Ukraine. Major General of Justice in reserve.

Candidate of Legal Sciences. Thesis defended on the baiss of the monography "The protection of human and citizen's rights and freedoms by the sole body of constitutional jurisdiction in Ukraine".

Distinguished Lawyer of Ukraine.

According to the Resolution of the Verkhovna Rada of Ukraine № 775-VII dated February 24, 2014 Mr. Holovin’s authorities were early terminated and he was dismissed from office of the Judge of the Constitutional Court of Ukraine.
