Judges of the Constitutional Court of Ukraine Took Part in the IX Annual National Judicial Forum

On April 26, 2023, Judges of the Constitutional Court of Ukraine Viktor Horodovenko, Vasyl Lemak, Oksana Hryshchuk, Oleksandr Petryshyn and Petro Filiuk took part in the IX Annual National Judicial Forum on the protection of the rights of individuals under martial law in Ukraine.

The event was organised by the Association for the Development of Judicial Self-Government of Ukraine together with the Representation Office of the Norwegian Refugee Council (NRC) in Ukraine.

The purpose of the Forum was to discuss with representatives of judicial institutions a number of topical issues related to the protection of the rights of persons who have suffered as a result of the armed aggression of the Russian Federation against Ukraine and to study the experience of other countries in the context of the protection of the fundamental rights of internally displaced persons. Forum participants also paid attention to the discussion of the functioning of the judicial system in Ukraine under martial law.

The judge of the Constitutional Court of Ukraine Viktor Horodovenko addressed the participants of the Forum with a welcome speech. Judges of the Constitutional Court of Ukraine present at the event spoke about the legal positions of the Constitutional Court of Ukraine in the conditions of martial law and threats to national security. In their presentations, the judges spoke about, in particular, the issue of freedom of expression by judges under martial law, analysed the development of legal positions of the Constitutional Court of Ukraine under martial law regarding human dignity as a source of social rights, discussed the issue of constitutional review under martial law and a number of other current issues.
