On Tuesday, April 4, Acting Chairman of the Constitutional Court of Ukraine Serhiy Holovaty, judges of the Court Viktor Horodovenko, Oleh Pervomaiskyi, Halyna Yurovska, and Head of the Court Secretariat Viktor Beschastnyi held a meeting with the Head of the Council of Europe Office in Ukraine a.i. Olena Lytvynenko, Project Manager of the Council of Europe Project “Strengthening Judicial and Non-Judicial Remedies for the Human Rights Protection of the War-Affected People in Ukraine” Ganna Khrystova and the Project assistant Anastasiia Yelina.
The meeting took place in the context of preparations for the implementation of new Council of Europe Projects: “Support for the Development of Constitutional Justice” and “Strengthening Judicial and Non-Judicial Remedies for the Human Rights Protection of the War-Affected People in Ukraine”, developed within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026.
During the implementation of these Projects, it is planned to carry out a number of practical measures aimed at improving the institutional capacity of the Constitutional Court of Ukraine and the development of constitutional justice in Ukraine in general.
At the beginning of the meeting, Acting Chairman of the Court Serhiy Holovaty thanked the European partners for their effective support of the Ukrainian state and the Constitutional Court, in particular during the military aggression of the Russian Federation against Ukraine. He emphasised that cooperation and exchange of experience are mutually beneficial in the context of Ukraine's obtaining the status of a candidate for membership of the European Union, in particular, as well as stressed on the practical aspects of bilateral cooperation.
The judges of the Court also expressed their gratitude to the international partners for maintaining a constant dialogue for the exchange of opinions and testified about further intentions to increase the level of professional cooperation.
Representatives of the Council of Europe Office in Ukraine assured that they are ready to continue long-term relations between the Council of Europe Office in Ukraine and the Constitutional Court of Ukraine. The interlocutors positively characterised the current cooperation as successful, productive and professional, therefore, in their opinion, there is a need to deepen and improve such cooperation.
The parties thanked each other for constructive communication and noted the importance of approving an action plan for the implementation of Council of Europe projects in the near future.
