On Thursday, April 13, the Judge of the Constitutional Court of Ukraine Oleh Pervomaiskyi and the Head of the Secretariat of the Court Viktor Beschastnyi took part in the meeting of the Supervisory Board of the Council of Europe Project “Strengthening Judicial and Non-Judicial Remedies for the Human Rights Protection of the War-Affected People in Ukraine”, which is implemented within the framework of the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
This Project was launched in April this year and will last until December 2024. It aims to improve the access of war victims to justice within constitutional, administrative and civil jurisdictions. During the implementation of the Project, it is planned to improve the national legislative framework and the collection of data on effective means of legal protection for such persons, in accordance with the standards of the Council of Europe on human rights and the principles of the rule of law. It is planned to strengthen non-judicial protection of war victims and internally displaced persons by strengthening the system of providing free legal aid, as well as properly informing victims of their legal options.
The participants of the meeting were acquainted with the Project’s Work Plan for 2023-2024.
The Constitutional Court of Ukraine became one of the main national partners of the said Project. In his speech, the Judge of the Constitutional Court of Ukraine Oleh Pervomaiskyi thanked the European partners for their effective support of the Ukrainian state, in particular during the armed aggression of the Russian Federation against Ukraine. He emphasised that the Office of the Council of Europe in Ukraine has been actively helping to develop legal institutions in our country, and is currently contributing to the restoration and reconstruction of Ukraine.
According to him, the successful implementation of the said Project will improve the legal situation of millions of our citizens who suffered of the armed aggression of the Russian Federation against Ukraine and need help and support. He believes that several years of fruitful bilateral cooperation will be very useful for all parties.
Oleh Pervomaiskyi assured that he is ready to continue the existing cooperation between the Office of the Council of Europe in Ukraine and the Constitutional Court of Ukraine and to assist within the limits of his authority in the implementation of the said Project.
