Pavlo Yevhrafov

(1944 – 2015)

 

Pavlo Yevhrafov was born in 1944 in Moscow.

He graduated from Kharkiv Law Institute (at present Yaroslav Mudry National Law Academy of Ukraine) in 1971.

1971 – 1991 – post-graduate student, assistant, senior lecturer, associate professor of the Department of Theory of State and Law at Kharkiv Law Institute.

1991 – 1994 – Head of the State and Law Department of the Secretariat of the Supreme Council of the Autonomous Republic of the Crimea.

1995 – 1997 – Head of the Legal Department of the Representative Office of the President of Ukraine in the Autonomous Republic of the Crimea.

In June 1997 he was appointed Judge of the Constitutional Court of Ukraine by the Verkhovna Rada of Ukraine. In 1999 at the special plenary session of the Constitutional Court of Ukraine he was elected Deputy Chairman of the Constitutional Court of Ukraine for a three-year term from October 19, 1999 till October 18, 2002).

Candidate of Legal Sciences, Associate Professor.

Distinguished Lawyer of Ukraine.

He participated in drafting the Constitution of Ukraine, the Law of Ukraine “On All-Ukrainian and local referendums”, “On property” etc.

Author of over 70 scientific works on the theory of law system, law drafting and law-based state.

Pavlo Yevhrafov’s authorities of a Judge of the Constitutional Court of Ukraine were terminated on July 25, 2006.

Pavlo Yevhrafov died on November 4, 2015.
