Oleksandr PASENIUK

Oleksandr Paseniuk was born in 1949 in Zhytomyr. He started to work in 1966 as an employee at Zhytomyr City Department of Repair-and-Constructional Work. In 1975 after graduation from Odesa State University named after I.I. Mechnykov he worked as a legal adviser, later as an advocate at Zhytomyr Regional Department of Domestic Service. 1981 – 1993 – member of Judicial Panel on Criminal Cases of Zhytomyr Regional Court. 1993 – 1994 – Deputy Head of Legal Department on State Building of the Ministry of Justice of Ukraine. 1994 – 1998 – Head of Legal Sector on State Building, Deputy Head of Legal Directorate of the Cabinet of Ministers of Ukraine. 1998 – 2000 – Deputy Minister of Justice of Ukraine. 2000 – 2001 – Head of Department on relations between the High Council of Justice of Ukraine, courts and bodies of judicial administration of the Chief State Legal Directorate of the Administration of the President of Ukraine. 2001 – 2003 – Deputy State Secretary at the Ministry of Justice of Ukraine. 2003 – 2004 – Deputy Minister of Justice of Ukraine. 2004 – 2011 – Chairman of the High Administrative Court of Ukraine. In November 2011 he was appointed Judge of the Constitutional Court of Ukraine by the Verkhovna Rada of Ukraine. He swore the oath on November 3, 2011. Decorated with the Order of Prince Yaroslav Mudryi, 5th class, Diploma of the Cabinet of Ministers of Ukraine. Distinguished Lawyer of Ukraine. Candidate of legal sciences. He participated in the legislative activities as one of the drafter of the domestic model of administrative justice, Concept of administrative law reform, number of codes of Ukraine, numerous draft laws on judiciary and status of judges. Author of research publications, including on administrative justice, legal regulation of the judiciary, judicial self-government, co-author of Scientific and Practical Commentary of the Code of Administrative Proceedings in Ukraine”, textbook “Administrative Proceedings in Ukraine” and others. According to the Resolution of the Verkhovna Rada of Ukraine dated July 5, 2016 Mr. Paseniuk was dismissed from office of the Judge of the Constitutional Court of Ukraine in view of attainment of 65-year age. |
