Chairman of the Constitutional Court of Ukraine Mr. Anatolii Holovin held an official meeting with a delegation of the Supreme Court of the Republic of Kazakhstan
On May 28, 2013 Chairman of the Constitutional Court of Ukraine Mr. Anatolii Holovin held an official meeting with a delegation of the Supreme Court of the Republic Kazakhstan, whom has their working visit to Ukraine. The Ukrainian side was represented by the judges of the Constitutional Court of Ukraine Mykhailo Hultai and Natalia Shaptala, the Head of the Secretariat of the Constitutional Court of Ukraine Volodymyr Dubrovskyi and other officials.
First of all, Mr. Chairman noted the good partnership relations between the representatives of judicial systems of Ukraine and the Republic of Kazakhstan – constitutionalists from both countries more than once exchanged experience in the framework of scientific conferences.
Mr. Holovin informed members of the delegation about the history of foundation of the Constitutional Court of Ukraine, its mission and competencies, legislative principles of the formation of the composition of the Court, specific characteristics of consideration of constitutional petitions and appeals and other aspects of the Court’s activity.
Mr. Chairman paid special attention to the questions of co-operation with the Supreme Court of Ukraine, having mentioned their constructive and respectful relations. As Mr. Holovin noted, the Constitutional Court of Ukraine considered a number of constitutional petitions of the Supreme Court of Ukraine and is interested in further intensifying collaboration with the Supreme Court of Ukraine and higher specialised courts.
Furthermore, Chairman Holovin informed members of the delegation about the scientific activities of the judges in different branches of law, about the structure and tasks of the Secretariat of the Court, functions of the Legal Directorate.
In his turn the Chairman of the Supreme Court of the Republic of Kazakhstan Bektas Beknazarov highly appreciated communication with the Ukrainian constitutionalists and considered this meeting a very fruitful one in terms of analysis of Ukrainian experience and exchange of mutually useful information.
Mr. Beknazarov informed interlocutors about the reformatory tendencies being introduced in the judicial system of the Republic of Kazakhstan. He emphasized that the main task is the modernization of legal system, creation of favourable conditions for increase of people’s confidence in judicial power. With that end in view drafting of the up-to-date Criminal Code and Code of the Criminal Procedure are to be finished this year. In the framework of reforms in the Republic Kazakhstan there is also planned the creation of administrative justice.
On behalf of his delegation Mr. Beknazarov thanked Mr. Holovin for the opportunity to hold this meeting and invited Ukrainian judges to take part in the international conference on the issues of the constitutional law which will take place in Astana in August 2013.
After exchanging opinions, Chairman Holovin presented to the members of delegation the electronic collection of the decisions of the Constitutional Court of Ukraine and publications on its activities. He also showed the Court’s session room and museum.
