Visit of the delegation of the Venice Commission to the Constitutional Court of Ukraine
On November 12, 2019 a delegation of the European Commission for Democracy through Law (Venice Commission) visited the Constitutional Court of Ukraine within the framework of the working visit to Ukraine.
The Chairman of the Constitutional Court of Ukraine Oleksandr Tupytskyi, Deputy Chairman of the Constitutional Court of Ukraine Serhiy Holovaty, Judges of the Constitutional Court of Ukraine Viktor Horodovenko, Vasyl Lemak, Oleksandr Lytvynov, Oleh Pervomaiskyi, Halyna Yurovska, Head of the Secretary of the Constitutional Court of Ukraine Yaroslav Vasylkevych participated in the meeting.
The Venice Commission was represented by the experts of the Venice Commission Nicolae Esanu, Kaarlo Tuori, Gerhard Reissner, Secretary of the Venice Commission Thomas Markert, Head of the Constitutional Justice Division of the Secretariat of the Venice Commission Schnutz Rudolf Dürr, and Deputy Head of the Council of Europe Office in Ukraine Olena Lytvynenko.
The purpose of the delegation's visit was to prepare an expert opinion on the provisions of the draft Law of Ukraine "On Introducing Amendments to Certain Laws of Ukraine on the Activity of Judicial Governance Bodies" (Reg. No. 1008 dated 29.08.2019).
The experts of the Venice Commission were interested in issues related to the peculiarities of constitutional proceedings and the procedure for declaring acts or their separate norms unconstitutional.
During the meeting the parties discussed the legal positions of the Constitutional Court of Ukraine on issues of judicial administration, previously expressed by the Court.
In addition, other pressing issues related to the constitutional proceedings by the body of the constitutional justice of Ukraine were discussed.
In conclusion, the parties expressed their hope for the further development of constructive dialogue between the Constitutional Court of Ukraine and the Venice Commission.
