Visit of the Chairman of the Constitutional Court of Ukraine Stanislav Shevchuk to the Kingdom of Spain: participation in the scientific events and a meeting with H. M. the King of Spain Felipe VI

On February 18-20, 2019, the Chairman of the Constitutional Court of Ukraine Stanislav Shevchuk paid a visit to Madrid, Kingdom of Spain, to participate in the XXI International Congress on European and Comparative Constitutional Law and the World Law Congress of the World Jurist Association.

The President of the Constitutional Court of Spain Juan José González Rivas delivered a welcome speech to the guests.

The XXI International Congress on European and Comparative Constitutional Law brought together constitutional scholars, chairpersons and judges of constitutional control bodies from more than 20 countries of the world, in particular, Belgium, Bosnia and Herzegovina, Croatia, France, Georgia, Germany, Hungary, Lithuania, Luxembourg, Moldova, Montenegro, Romania, Slovakia, and Ukraine.

The Congress was held in the form of panels, during which the participants discussed practical aspects of the application and implementation of the principle of the rule of law in constitutional jurisprudence, the relationship between the rule of law and the supremacy of legislation, as well as focused on the concepts of principle of the rule of law.

During the XXI International Congress, the Chairman of the Constitutional Court of Ukraine Stanislav Shevchuk moderated one of the panels, as well as delivered a report on "The Rule of Law in the Jurisprudence of the Constitutional Court of Ukraine".

In the frame of the visit, Stanislav Shevchuk also participated in the World Law Congress of the World Jurist Association. Among the scholars and constitutionalists involved in its work there were representatives from more than 30 countries of the world, in particular, Albania, Austria, Belarus, Croatia, France, Georgia, Germany, Great Britain, Italy, Lithuania, Mexico, Peru, Poland, Portugal, South Africa, Sweden, Turkey, Ukraine, Venezuela as well as representatives of international organisations. During this event the attention was focused on the principle of the rule of law as a guarantee of freedom, offering an integrated view of the large-scale problems of mankind, which should be answered by a professional international legal community.

In addition, according to the program of the event, the proclamation of the Declaration of Madrid 2019 "Peace through Law" took place with the participation of H.M. the King of Spain Felipe VI, the President of the Government of Spain Pedro Sánchez Pérez-Castejón, Prime Minister of Spain (1982-1996) Felipe González, the President of Portugal, Marcelo Rebelo de Sousa, Mayor of Madrid Manuela Carmena, former EU's External Affairs Commissioner Benita Ferrero-Waldner, representatives of the European Union and participants of the XXI International Congress on European and Comparative Constitutional Rights. At this event the Chairman of the Constitutional Court of Ukraine Stanislav Shevchuk delivered a welcome speech.

The program also provided for the presentation ceremony of the World Jurist Association World Peace and Liberty Award for the unwavering commitment to the rule of law and the protection of democracy and liberty to H.M. the King of Spain Felipe VI.
