The Special Envoy of the Government of Germany on Decentralisation, Good Governance and Reforms in Ukraine visited
the Constitutional Court of Ukraine

 

On January 22, the Special Envoy of the Government of Germany on Decentralisation, Good Governance and Reforms in Ukraine George Milbradt visited the Constitutional Court of Ukraine.

The Constitutional Court of Ukraine was represented by the Chairman of the Court Oleksandr Tupytskyi, as well as by the judges of the Court Serhiy Holovaty, Iryna Zavhorodnia, Viktor Kolisnyk, Oleh Pervomaiskyi and Petro Filiuk.

The meeting was also attended by the Political Department officer of the Embassy of the Federal Republic of Germany in Ukraine Raphael Raum and Advisor to the Director of the U-LEAD Program with Europe Liliia Maliarchuk.

The Chairman of the Constitutional Court of Ukraine welcomed the guests and thanked them for the attention they paid to the activity of the Constitutional Court. The parties noted the importance of bilateral cooperation between the Constitutional Court of Ukraine and the Federal Constitutional Court of Germany, as well as the joint activities with the German Foundation for International Legal Cooperation (IRZ) and the Max Planck Institute for Comparative Public Law and International Law.

On behalf of the Constitutional Court of Ukraine Oleksandr Tupytskyi thanked the Government of Germany for its support and assistance to Ukraine.

During the meeting, the parties discussed a number of issues, including the process of implementing the decentralisation reform in the country.

In this context, the judges of the Constitutional Court of Ukraine informed the guests about the peculiarities of the procedure and conditions for amending the Constitution of Ukraine. In particular, they emphasised that the powers of the Court include reviewing draft laws as to their compliance with Constitution and respect for human and citizen's rights and freedoms.

The Constitutional Court is interested in the qualitative changes that are taking place in the country and hopes that the draft law on decentralisation to be submitted to the Constitutional Court will comply with the requirements of the Constitution of Ukraine and the interests of the Ukrainian society.

George Milbradt expressed his support for the Constitutional Court of Ukraine and thanked for the meaningful meeting and hospitality. He noted that the visit to the Constitutional Court was useful and informative for him.

At the end of the meeting, the parties expressed their hope for further cooperation.
