On 21 May, the third Local Steering Committee meeting for Ukraine of the joint EU-Council of Europe programme “Partnership for Good Governance” 2023-2027 was held.
The meeting was attended by judges of the Constitutional Court of Ukraine Oleh Pervomaiskyi and Olga Sovhyria and assistant judge of the Court Rostyslav Izhevskyi.
One of the issues on the agenda was the discussion of the results of the Project “Support to the Development of Constitutional Justice”.
In 2023, the Constitutional Court of Ukraine became a direct beneficiary and partner of the Council of Europe and the European Union in the project “Support to the Development of Constitutional Justice in Ukraine”, which is being implemented within the framework of the joint EU-Council of Europe Partnership for Good Governance Phase III.
The main goal of this project is to develop constitutional justice in Ukraine, facilitate the exchange of knowledge and experience in applying European standards, taking into account the best practices of European partner courts.
The project includes cooperation with the Constitutional Court of the Republic of Latvia as a constitutional court of an EU member state.
Dozens of professional events, including study visits, have been implemented during the project. A number of seminars and roundtables were held on the key elements of jurisdiction and interpretation of human rights by the European Court of Human Rights and the Court of Justice of the European Union; the content and scope of preliminary examination of applications to the Constitutional Court of Ukraine; application of the case law of the European Court of Human Rights and the Court of Justice of the European Union in the acts of the Constitutional Court of Ukraine; the use of the right to file a constitutional complaint; protection of personal data in constitutional jurisdiction, the case law of the European Court of Justice of the European Union; and the protection of the right to freedom of expression.
The judges emphasised the fruitful cooperation with the Council of Europe and the European Union to improve national human rights protection mechanisms and discussed further prospects for cooperation.
