Meeting with the delegation of the German Foundation for International Legal Cooperation

On February 16, 2018 Acting Chairman of the Constitutional Court of Ukraine Viktor Kryvenko and Judge of the Constitutional Court of Ukraine Viktor Kolisnyk held a meeting with Director of the German Foundation for International Legal Cooperation (IRZ) Stefan Hülshörster.

The meeting was also attended by the IRZ project manager Wolfram Hertig, Legal Advisor of the Foundation’s Office in Kyiv Hennadii Ryzhkov and management of the Secretariat of the Constitutional Court of Ukraine.

Parties discussed further areas of cooperation and stressed the importance of Ukrainian-German meetings on scientific, methodological and practical experience exchange between the bodies of constitutional jurisdiction in both states.

Acting Chairman of the Constitutional Court of Ukraine Viktor Kryvenko told the guests about dynamics of constitutional complaints lodged with the Court and stressed the importance of professional meetings on studying and preliminary processing of constitutional complaints. He emphasised the topicality of training of the employees of the relevant structural units of the Court’s Secretariat, as well as judges’ academic consultants and assistants, and expressed his hope for organisation of such training in future.

Judge of the Constitutional Court of Ukraine Viktor Kolisnyk thanked the German Foundation for International Legal Cooperation for the assistance in organizing regular Ukrainian-German meetings on constitutional and legal issues. He noted that the previous professional meetings of the constitutional judges were interesting and useful and provided an opportunity to receive new information and new knowledge. The speaker also emphasised that judges of the Constitutional Court of Ukraine apply decisions of the Federal Constitutional Court of Germany while discussing and searching arguments for their decisions.

Stefan Hülshörster, IRZ Director, noted that cooperation with the Constitutional Court of Ukraine has always been at a high level and expressed the hope that the contribution of the German Foundation, together with the Federal Constitutional Court of Germany, to the consolidation of the Ukrainian society, its further development and strengthening of the legal literacy are essential. He noted that the Ukrainian-German meetings between bodies of constitutional jurisdiction in both states are perennial and, of course, will continue.

The speaker told about the German Law School, which operates on the basis of the Faculty of Law of the Ivan Franko National University of Lviv. The students can study German law, the basis of German legislation, and German lawyers are invited to the lecture.

Taking this opportunity, Stefan Hülshörster invited Acting Chairman of the Constitutional Court of Ukraine Viktor Kryvenko to be a speaker at the School of German Law.

Parties thanked each other for warm meeting and expressed hope for further fruitful cooperation.

The German guests were suggested a tour around the premises of the Constitutional Court of Ukraine, during which they attended courtrooms of the Grand Chamber, Senate, press center and the Court’s museum exposition.

The guests handed over the collections of the decisions of the Federal Constitutional Court of Germany to the Library of the Constitutional Court of Ukraine.
