Judges of the Constitutional Court of Ukraine took part in the official celebration of the 23rd anniversary of the Constitution of the Republic of Moldova
On July 28, 2017 judges of the Constitutional Court of Ukraine Ihor Slidenko and Stanislav Shevchuk took part in the official celebration of the 23rd anniversary of the Constitution of the Republic of Moldova.
The event was attended by representatives of state bodies, foreign diplomatic missions, cultural organizations, academics, chairpersons and judges of the constitutional courts of the Constitutional Courts of Germany, Lithuania, Romania and Ukraine, acting judges of the Constitutional Court of Moldova and former judges, deputies and members of the Government of Moldova.
Welcome speeches were delivered by the President of the Constitutional Court of the Republic of Moldova Tudor Panțîru, Speaker of the Parliament of the Republic of Moldova Andrian Candu, Prime Minister of the Republic of Moldova Pavel Filip, President of the Superior Council of Magistracy of the Republic of Moldova Victor Micu, President of the Constitutional Court of the Republic of Lithuania, member of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions Dainius Žalimas, President of the Constitutional Court of Romania Valer Dorneanu, Judge of the Constitutional Court of Ukraine, Chairman of the Standing Committee on International Relations of the Constitutional Court of Ukraine Stanislav Shevchuk, and Extraordinary and Plenipotentiary Ambassador of Georgia to the Republic of Moldova Merab Antadze. Merab Antadze delivered greetings on behalf of the President of the Constitutional Court of Georgia Zaza Tavadze.
Speaker of the Parliament of the Republic of Moldova Andrian Candu congratulated Moldovan citizens on the Constitution Day. He stressed that Moldova today needs unity in order to modernize the country in the European direction. "In this context, the Constitution must protect society and the state without prejudice to the rights and fundamental freedoms."
The President of the Constitutional Court of the Republic of Moldova Tudor Panțîru in his speech emphasized that the Constitution is a product of historical, political and cultural formation. This legal document defines ideology and establishes the order of social and political changes in society. The Constitution Day of Moldova should encourage politicians to take concrete measures for the benefit of citizens, and the Constitutional Court of Moldova shall ensure the effective observance of the rule of law and the unhindered legal protection of citizens in 
accordance with their powers.
Prime Minister of the Republic of Moldova Pavel Filip in his speech called on all state institutions to cooperate in order to secure the supreme values set forth in the Basic Law.
President of the Constitutional Court of the Republic of Lithuania, member of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions Dainius Žalimas noted that the Constitution of Lithuania and Moldova share common European values, in particular, freedom, human dignity, democracy and the European direction of the state.

onal Affairs of the Constitutional Court of Ukraine Stanislav Shevchuk congratulated all those present on the Constitution Day of Moldova. He emphasized that cooperation between the Constitutional Court of the Republic of Moldova and the Constitutional Court of Ukraine has recently intensified, including in the format of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions.
"And today, the provisions of our first Constitution of 1710 (P. Orlyk), which state that "every state arises and exists due to the inviolability of borders", sounds like a guide for our states in the conditions of continuing violation of territorial integrity in Crimea, Donbass and Transnistria", the judge underlined.
Justice of the Federal Constitutional Court of Germany Andreas L. Paulus delivered a report "The role of constitutional courts in maintaining the rule of law and preserving democracy."
In his opinion, the Constitution remains a "dead letter" if it is not interpreted and applied in court decisions and is not executed by the relevant state institutions. According to the judge, the main task of the Constitutional Court is the control of state institutions, the work of which is regulated by the Constitution and legislation.
Upon completion of the official ceremony the judges of the Constitutional Court of Ukraine took part in official meetings, in particular, with the Speaker of the Parliament of the Republic of Moldova Andrian Candu at the Parliament of the Republic of Moldova and with the Minister of Justice of the Republic of Moldova Vladimir Cebotari at the Ministry of Justice of the Republic of Moldova.
At the event, a presentation of the collection of judicial practice of the Constitutional Court of the Republic of Moldova (1995-2017) was held.
