Judges of the Constitutional Court of Ukraine Participate in the International Conference “Role of Constitutional Courts in New Democracies” in Tirana

Upon the invitation of the Constitutional Court of the Republic of Albania Judges of the Constitutional Court of Ukraine Viktor Horodovenko and Petro Filiuk are participating in the International Conference “Role of Constitutional Courts in New Democracies” in Tirana. The event is organised on the occasion of the 30th anniversary of the Constitutional Court of the Republic of Albania and will last from October 20 to 21 this year.

Yesterday, October 20, the President of the Constitutional Court of the Republic of Albania Vitore Tusha opened the International Conference. During the solemn ceremony the President of the Republic of Albania Bajram Begaj, Speaker of the Parliament of the Republic of Albania Lindita Nikolla, Prime Minister of the Republic of Albania Edi Rama and others welcomed the guests.

In the course of the conference, it is planned to hold three sessions, during which presentations will be delivered by participants and guests of the event, including judges of European constitutional courts and higher judicial bodies, well-known academicians and practitioners. In particular, they will discuss the following topics: “Dialogue between constitutional courts and its impact on the protection and development of constitutional rights and freedoms”, “Constitutional jurisprudence as a guarantee in consolidating the rule of law” and “Role of constitutional justice in the development of fundamental values of society”.

On Thursday, October 20, during the second session of the conference Judge of the Constitutional Court of Ukraine Viktor Horodovenko delivered a report “Role of the Constitutional Court of Ukraine in the protection of human rights and freedoms during the armed aggression of the Russian Federation in Ukraine: the jurisprudence of the Constitutional Court of Ukraine”.

In his report, Viktor Horodovenko spoke about the activity of the Constitutional Court of Ukraine in wartime conditions. In particular, he reported on the new realities of the work of the Constitutional Court after February 24, 2022 and how it was possible to proceed with performance of its constitutional powers under martial law. The Judge of the Constitutional Court of Ukraine emphasised the role of the Constitutional Court of Ukraine in the implementation of the state's strategic course for the acquisition of full membership of Ukraine in the European Union and the new challenges now facing the body of constitutional review.

The speaker informed his international colleagues about the decisions of the Constitutional Court of Ukraine, adopted after the introduction of martial law in Ukraine, one of which was related to the enhanced social protection of members of armed forces.

In conclusion, Viktor Horodovenko noted that “despite the existing circumstances, the Constitutional Court of Ukraine supports the state in the fight against the aggressor, proceeding with performance of its constitutional powers in order to establish the supremacy of the Basic Law of Ukraine throughout the territory of our state and protect the constitutional human and citizen’s rights and freedoms, in particular preventing the narrowing of their essence, defending common European values”.
