On 5 May 2026, the 4th meeting of the Steering Committee on the Implementation of the Council of Europe Action Plan for Ukraine for 2023–2026 “Resilience, Recovery and Reconstruction” took place. Representatives of the Council of Europe, Ukrainian state institutions and civil society organisations involved in the implementation of projects under the Action Plan participated in the event. The meeting focused on reviewing the implementation of the Action Plan, assessing the results achieved, and identifying priority areas for further cooperation in line with its objectives and goals.
During the meeting, participants considered the main achievements and prospects for cooperation in three key areas: human rights, the rule of law, and democracy. In particular, discussions addressed ensuring equality and human dignity, protecting the rights of veterans and military personnel, safeguarding the rights of internally displaced persons, and ensuring the effective implementation of the Convention for the Protection of Human Rights and Fundamental Freedoms.
During the second session of the meeting entitled “Rule of Law: Results and Further Steps”, Judge of the Constitutional Court of Ukraine Oleg Pervomayskiy noted that the Council of Europe Action Plan for Ukraine for 2023–2026 “Resilience, Recovery and Reconstruction” is not only a framework document for cooperation, but also an effective instrument for strengthening democratic institutions, the rule of law, and the protection of human rights during the war and in the post-war recovery period. According to the Judge, its primary objective is to contribute to the stability, security and well-being of Ukraine by addressing the urgent and medium-term needs of the State within the areas of competence of the Council of Europe.
Oleg Pervomayskiy stressed that, for the Constitutional Court of Ukraine, participation in the implementation of this Action Plan, particularly within the framework of the Council of Europe project “Further Support to the Constitutional Justice Reforms in Ukraine”, is of special importance, as it contributes to the consistent approximation of the activities of the body of constitutional jurisdiction to European standards of constitutional justice and strengthens its institutional capacity amid unprecedented challenges caused by the war.
“Our partnership is based on mutual trust, prompt response to the needs of the Court, high professionalism and a deep understanding of the Ukrainian context, which delivers practical results and creates tangible added value for national institutions,” he added.
The participants also discussed issues related to combating corruption, economic crime and cybercrime, certain aspects of the functioning of the penitentiary and probation systems, as well as matters concerning good governance, public administration reform, elections and referendums.
Ukraine’s cooperation with the Council of Europe within the framework of the Action Plan “Resilience, Recovery and Reconstruction” is of significant importance for strengthening the institutional resilience of the State, consolidating the rule of law, protecting human rights, and advancing democratic institutions. Under the current circumstances, the support of the Council of Europe constitutes an important contribution to preserving Ukraine’s legal capacity, supporting its European integration, and facilitating its further recovery.
