International scientific and practical conference dedicated to the memory of Leonid Yuzkov was held

On 16 May this year, Acting Chairman of the Constitutional Court of Ukraine Oleksandr Petryshyn and Head of the Court's Secretariat Viktor Beschastnyy, at the invitation of the Leonid Yuzkov Khmelnytsky University of Management and Law, took part in the VII International Scientific and Practical Conference “Legal Principles of Organisation and Exercise of Public Power” dedicated to the blessed memory of Leonid Yuzkov.

In his welcoming remarks, Oleksandr Petryshyn thanked the university staff for the good tradition of holding an annual international scientific event in honour of Leonid Yuzkov, a prominent Ukrainian legal scholar, Doctor of Law, professor, educator and public figure, member of the Venice Commission for Democracy through Law. “The history of constitutional justice as one of the most fundamental institutions of the modern Ukrainian state began with this man. He was the first President of the Constitutional Court of Ukraine, a participant in the development of the main state-building documents - the Declaration of State Sovereignty of Ukraine and the Act of Independence of Ukraine, the head of the working group on the drafting of the Constitution of Ukraine,” said the Acting Chairman of the Court.

Oleksandr Petryshyn noted that Leonid Yuzkov's contribution to the establishment of the independent state of Ukraine is invaluable. His dissertation research for the degree of Candidate and Doctor of Laws was devoted to the exercise of public authority in Ukraine.

In his speech, Viktor Beschastnyy, Head of the Court's Secretariat, also emphasised the important role of Leonid Yuzkov, who saw his main goal as creating a legal framework for a democratic state. His work laid the foundation for the formation of the Constitution of Ukraine and national legislation. The speaker stressed that the scholar's scientific works have not lost their relevance today and are of great importance in addressing the issues of organisation and exercise of public power in Ukraine.

In addition, Viktor Beschastnyy delivered a presentation on “Military administrations as a special subject of public authority under martial law”.

The event was attended by government officials, academics and students.
