On 26–28 January 2026, a delegation from the Constitutional Court of Ukraine, consisting of representatives of the Secretariat and patronage services of the CCU judges, paid a working visit to the Constitutional Court of the Czech Republic. The purpose of the event was to familiarise themselves with the organisation of one of the leading constitutional jurisdictions of the European Union, to exchange experience in the areas of legal, analytical and communication support for the work of the Czech constitutional control body, and to deepen institutional cooperation between the courts.
The programme included a series of working sessions and expert discussions on the powers and competences of the Constitutional Court of the Czech Republic, practical aspects of the exercise of its jurisdiction, and the specifics of the Court's organisation.
The functioning of the constitutional complaint institution in the Czech Republic was considered separately, including procedural approaches to its admissibility, the methodology for preparing draft acts of the Court, and the role of the judge's office staff in this process. Attention was focused on internal algorithms for working on the texts of decisions and rulings, as well as on standards for processing constitutional complaints and preparing responses to complainants.
The activities of the analytical unit were also in focus. The participants discussed the practice of preparing analytical, reference and comparative legal materials for judges, the analysis of international judicial practice, as well as mechanisms for selecting and systematising relevant legal sources. In this context, the issue of applying the standards of the European Court of Human Rights and European Union law in the Court's practice was raised, in particular with regard to argumentation, references to sources and the consistency of national constitutional interpretation with European approaches.
Considerable attention was paid to the Court's communication strategy as a system of clearly defined information policy guidelines, in particular interaction with the media and the public, in order to ensure the openness of the institution. Approaches to public explanation of decisions, organisation of press events, planning of communications on high-profile cases, as well as the use of digital communication channels and presence on social networks as tools to strengthen public confidence in the Court and the transparency of the institution's activities are discussed.
The meeting with Zdeněk Kühn, Judge of the Constitutional Court of the Czech Republic, was productive, with discussions focusing on general approaches to the organisation of constitutional justice, the methodology of judicial interpretation and key areas of development of constitutional jurisdiction.
As a result of the visit, representatives of the Constitutional Court of Ukraine gained a comprehensive understanding of the organisational, analytical and communication mechanisms of the Constitutional Court of the Czech Republic, as well as practical tools that ensure the effectiveness of its work and the quality of preparation of materials within the framework of constitutional proceedings. It is expected that the results of professional discussions will contribute to further exchange of experience, development of working contacts and strengthening of institutional cooperation between the courts of the two countries.
