Information on the Plenary Sessions of the Grand Chamber 
and the Session of the Board of Judges

On Tuesday, April 27, 2021, the Grand Chamber of the Constitutional Court of Ukraine proceeded with consideration of a number of cases upon the constitutional petitions at in-camera parts of plenary sessions.

In particular, the plenary sessions of the Grand Chamber considered cases upon the constitutional petition of 51 People’s Deputies of Ukraine concerning the official interpretation of the provisions of Article 7, paragraph seven of Article 20, clauses 12, 15, 16 of paragraph one of Article 92, paragraphs one to five of Article 118, paragraph two of Article 133, paragraphs one to four of Article 140, paragraphs two and four of Article 141 of the Constitution of Ukraine; upon the constitutional petition of 47 People's Deputies of Ukraine concerning the constitutionality of certain provisions of Article 6 of the Law of Ukraine "On Television and Radio Broadcasting", Articles 15, 15-1, 26 of the Law of Ukraine "On Cinematography"; upon the constitutional petition of 47 People's Deputies of Ukraine concerning the constitutionality of the provisions of Articles 96-1, 96-2 of the Criminal Code of Ukraine.

Also there was deliberation of the case upon the constitutional petitions of the Supreme Court of Ukraine concerning the compliance of the provisions of clause 6 of paragraph one, clauses 2, 13 of paragraph two, paragraph three of Article 3 of the Law of Ukraine "On Purification of Power" of September 16, 2014 No. 1682-VII with the Constitution of Ukraine, 47 People's Deputies of Ukraine concerning the compliance of the provisions of paragraphs three, six of Article 1, paragraphs one, two, three, four, eight of Article 3, clause 2 of paragraph five of Article 5, paragraph 2 of the Final and Transitional Provisions of this Law with the Constitution of Ukraine, the Supreme Court of Ukraine concerning the compliance of the provisions of paragraph three of Article 1, clauses 7, 8, 9 of paragraphs one, clause 4 of paragraph two of Article 3, paragraph 2 of the Final and Transitional Provisions of this Law with the Constitution of Ukraine and the Supreme Court of Ukraine concerning the compliance of the provisions of paragraph 3 of Article 4 of this Law with the Constitution of Ukraine.

Consideration of the above cases will be continued at the next plenary sessions of the Grand Chamber.

In addition, at the session the Grand Chamber of the Constitutional Court of Ukraine considered the issue of extending the term of adopting a ruling by the Boards of Judges of the Constitutional Court of Ukraine on initiating or refusing to initiate constitutional proceedings upon constitutional complaints. As a result of the deliberation, two rulings on extension of the term were adopted.

On the same day, the Third Board of Judges of the First Senate of the Constitutional Court of Ukraine considered the issue of initiating constitutional proceedings upon the constitutional complaint of Viacheslav Pleskach concerning the constitutionality of the provisions of Article 19.2.1 of the Code of Administrative Proceedings and the constitutional complaint of Yuliia Kuzmenko on the constitutionality of the provisions of Article 392.2 of the Criminal Procedure Code of Ukraine. Based on the results of the deliberation, the decisions of the Boards of Judges on the refusal to initiate constitutional proceedings in these cases (final) were adopted.
