Delegation of the Constitutional Court of Ukraine took part in the International Conference "Evolution of the Constitutional Control in Europe: lessons learned and new challenges"
On March 2, 2017 Chairman of the Constitutional Court of Ukraine Yurii Baulin and judges of the Constitutional Court of Ukraine Serhii Vdovichenko, Ihor Slidenko, Stanislav Shevchuk and Oleksandr Tupytskyi took part in the International Conference "Evolution of the Constitutional Control in Europe: lessons learned and new challenges", held in Chișinău, Republic of Moldova.
The event was organised by the Constitutional Court of the Republic of Moldova in co-operation with the European Commission for Democracy Through Law (Venice Commission), EU funded Project "Support to the Constitutional Court of the Republic of Moldova" and CoE/EU Programmatic Cooperation Framework for Armenia, Azerbaijan, Georgia, Republic of Moldova, Ukraine and Belarus.
The Conference was attended by the President of the Constitutional Court of the Republic of Moldova Alexandru Tănase, President of the European Commission for Democracy Through Law (Venice Commission) Gianni Buquicchio, President of the Parliament of the Republic of Moldova Andrian Candu, representatives of the constitutional courts of Belgium, Czechia, Georgia, Lebanon, Lithuania, Moldova, Portugal, Romania, European Court of Justice and others.
President of the Constitutional Court of the Republic of Moldova Alexandru Tănase opened the Conference. He noted that during the existence of the Constitutional Court of Moldova it became a key institution for solving complex problems, serious organisational and institutional conflicts. The difficult mission of the constitutional courts is to curb the abuse of power, regardless of its source. Therefore, the independence of constitutional courts is the cornerstone for the existence of democracy.
President of the European Commission for Democracy Through Law (Venice Commission) Gianni Buquicchio stressed in his speech that in the countries where the rule of law is guaranteed, constitutional court decisions must be implemented. He also stressed that the Venice Commission will always be against any pressure on bodies of constitutional jurisdiction.
President of the Parliament of the Republic of Moldova Andrian Candu in his speech emphasized that constitutional courts should be independent, should be protected against any political interference, and their decisions should be respected. He said that the experience of the Constitutional Court of the Republic of Moldova shows that the application of the Constitution in the political interests is impossible.
Chairman of the Constitutional Court of Ukraine, President of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions (BBCJ) Yurii Baulin welcomed the participants of the Conference and expressed deep gratitude to the organizers for the hospitable welcome and high level of organisation of the event. Yurii Baulin underlined the extraordinary importance of the Conference as it is dedicated to the vital issues of the constitutional control in Europe.
At the Conference judge of the Constitutional Court of Ukraine Oleksandr Tupytskyi delivered report "The evolution of individual access to constitutional justice: Ukrainian experience and European tendencies".
Summing up, the President of the Constitutional Court of the Republic of Moldova Alexandru Tănase thanked the guests for their participation in the event and stressed that all the presentations were solid and meaningful, and the issues discussed at the Conference remain extremely important.
