On December 20, 2024, the constitutional petition of 56 People’s Deputies of Ukraine was lodged with the Constitutional Court of Ukraine. The authors of the petition request to verify the compliance of individual provisions of the legislative acts of Ukraine regulating the procedure for the formation of bodies of state power and control over their activities with the involvement of foreign citizens and representatives of international organizations with the Fundamental Law of Ukraine.
In particular, the constitutional petition disputes individual provisions of the Laws of Ukraine: “On the Constitutional Court of Ukraine”, “On the High Council of Justice”, “On the Judiciary and Status of Judges”, “On the High Anti-Corruption Court of Ukraine”, “On the Accounting Chamber”, “On the National Anti-Corruption Bureau of Ukraine”, “On Prevention of Corruption”, “On the Prosecution Office”, “On the State Bureau of Investigation”, “On Amendments to the Customs Code of Ukraine on Establishing Peculiarities of Service in Customs Authorities and Certification of Customs Officials” and the Customs Code of Ukraine, as well as the Laws of Ukraine “On Amendments to the Law of Ukraine “On the Judicial System and Status of Judges” and certain laws of Ukraine regarding the restoration of the High Qualification Commission of Judges of Ukraine”, “On Amendments to Certain Legislative Acts of Ukraine Regarding the Procedure for Election (Appointment) of Members of the High Council of Justice and Activities of Disciplinary Inspectors of the High Council of Justice” and “On Amendments to the Law of Ukraine “On the Accounting Chamber” and Certain Other Legislative Acts of Ukraine”.
The People’s Deputies note that “the constitutional petition was filed due to the fact that in the process of reforming the bodies of state power of Ukraine, international experts have been involved in the formation of key institutions, including anti-corruption, law enforcement and judicial bodies, as well as in monitoring their activities on a systematic basis.”
