The institute of constitutional complaint has become an additional tool for protecting human rights in Ukraine. Since September 2016, individuals and legal entities (except for public law entities) have had a real opportunity to apply to the Constitutional Court and request that the laws or their individual provisions applied in the course of court trial be checked for compliance with the Constitution of Ukraine. At the same time, in order for the Constitutional Court to initiate constitutional proceedings, a constitutional complaint must meet all the established requirements in terms of form and content.
To facilitate the procedure of filing written petitions, the Constitutional Court of Ukraine has developed a template of constitutional complaint. This template is for guidance only. The subject of the right to constitutional complaint may supplement, expand or change it at his/her own discretion or apply to the Constitutional Court of Ukraine in any form, yet he/she must comply with the requirements established by the Law of Ukraine "On the Constitutional Court of Ukraine".
