Chairman of the Constitutional Court of Ukraine Yurii Baulin and Judge of the Constitutional Court of Ukraine Stanislav Shevchukparticipated in the Consultation Forum on the occasion of the 15th anniversary of the OSCE Project Co-ordinator in Ukraine

 

 

On February 13, 2015 Chairman of the Constitutional Court of Ukraine Yurii Baulin and Judge of the Constitutional Court of Ukraine, Chairman of the Standing Commission of the Constitutional Court of Ukraine on International Relations Stanislav Shevchuk participated in the Consultation Forum dedicated to the 15th anniversary years of the OSCE Project Co-ordinator in Ukraine: a look into the past to determine the further country assistance strategy" which was held in Kiev.

The forum was attended by OSCE Secretary General Lamberto Zannier, the OSCE Project Co-ordinator in Ukraine, Ambassador VaidotasVerba, Deputy Head of the Presidential Administration of Ukraine Dmytro Shymkiv, Acting Head of the Directorate for International Organizations of the Ministry of Foreign Affairs of Ukraine Andrii Beshta, OSCE Co-ordinator Office staff and project managers from different areas and problems.

On behalf of the Constitutional Court of Ukraine Yurii Baulin welcomed participants of the event, noting that the cooperation of state bodies and institutions of civil society of Ukraine with the Organization for Security and Co-operation in Europe, has become one of the components ensuring the development of the democratic law-based society and strengthening the rule of law, protection of human and citizen’s rights and freedoms in our country.

In this regard, the Chairman of the Constitutional Court of Ukraine noted the fruitful, friendly and constructive partnership of the sole body of constitutional jurisdiction in Ukraineand the OSCE Project Co-ordinator in Ukraine, which had been initiated back in December 1996. From the early beginning of the work of the Constitutional Court of Ukraine, the OSCE has provided assistance to the Ukrainian constitutionalists in holding international scientific conferences, seminars and round tables, expanding contacts with bodies of constitutional jurisdiction of other states, publishing research materials and so on, said Yurii Baulin. It is with the assistance of the OSCE Project Co-ordinator in Ukraine that the Constitutional Court of Ukraine was connected to the Internet, and the Court’s official web-site was created and improved later on. In 2010, having examined possibilities of introduction of constitutional complaint in Ukraine, the Court and the Co-ordinator, implemented a joint project aimed at ensuring individual access to constitutional justice.

Within the framework of Memorandum of Co-operation signed in July 2014 between the Constitutional Court of Ukraine and the OSCEProject Co-ordinator in Ukraine, a new three-year project was drafted that will contribute to the strengthening of the openness and transparency of constitutional justice in Ukraine. “I am convinced that such consolidation of efforts from both sides – Ukrainian partners as well as the Co-ordinator - aimed at promotion of the international standards of human rights and fundamental freedoms, the rule of law and democratic development will strengthen the institutional capacity of the public authorities of Ukraine”, said the Chairman of the Constitutional Court of Ukraine.

In its turn, the Judge of the Constitutional Court of Ukraine Stanislav Shevchuk took part in the discussions, during which the participantsof the forum dwelt upon plans for the OSCE project activities for 2015 and future prospects in such areas as democratization and good governance, rule of law and human rights, economic, environmental and military and political issues. A number of issues to improve the electoral process, reform of law enforcement, education in the field of law and human rights, human trafficking and other crimes, the development of media and civil society, border security, the problem of internally displaced persons, military and humanitarian cooperation, environmental safety was touched upon.
