On Wednesday, September 25, 2024, at the special plenary session of the Constitutional Court of Ukraine (hereinafter, the “Court”), a Judge of the Court Alla Oliinyk took the oath of a Judge of the Constitutional Court of Ukraine and signed it with her personal signature.
The chair of the session, the Acting Chairman of the Court Viktor Kryvenko, handed Alla Oliinyk a judge’s robe, a badge and a card of a Judge of the Court.
Congratulating Alla Oliinyk on becoming a Judge of the Court, Viktor Kryvenko wished her to carry the high status of a Judge of the Court with honour and responsibility.
The Chairman of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk, also delivered the congratulatory speech. He underscored that this is the second judge of the Court appointed under the new constitutional procedure. Ruslan Stefanchuk emphasised that this process was characterised by high requirements for candidates and unprecedentedly transparent conditions of the competitive selection with the participation of the Advisory Group of Experts.
The Speaker of the Parliament of Ukraine drew attention to the existence of several more vacant positions of Judges in the Court and expressed confidence that their filling would increase the efficiency of the Court’s work, which is extremely important in the conditions of martial law. On behalf of the Verkhovna Rada of Ukraine, Ruslan Stefanchuk thanked the Court for cooperation, stressing that the acts of the constitutional review body of Ukraine contribute to the improvement of Ukrainian legislation and bringing it into compliance with the Constitution of Ukraine.
The special plenary session was attended by the President of the Supreme Court Stanislav Kravchenko.
Congratulating Alla Oliinyk on her appointment as a Judge of the Court, he wished her to perform her professional duties at a high level.
Stanislav Kravchenko noted Alla Oliinyk’s many years of experience as a judge in courts of various instances, emphasising her high level of qualification and professionalism. He expressed confidence that Alla Oliinyk, with her extensive experience and in-depth knowledge, will strengthen the work of the Court.
The President of the Supreme Court also thanked the Council of Judges of Ukraine and Ukrainian Judges for their effective work in appointing a Judge of the Court. He underlined that despite the staffing problems faced by the judicial system, Judges continue to effectively administer justice and resolve other complex and responsible issues.
In his welcoming speech, the Head of the Council of Judges of Ukraine Bogdan Monich pointed out that today’s event is of pivotal significance for constitutional justice. Despite the brutal war in Ukraine, state institutions are working continuously, ensuring stability, our legal system demonstrates resilience, and Ukraine continues to move steadily on the path of democracy, ensuring the rule of law even in the most difficult times.
“The Constitutional Court of Ukraine performs an important mission; it is the main guarantor of safeguarding our Constitution and, accordingly, our rights and freedoms. At a time when statehood is under threat, the Constitutional Court of Ukraine is the pillar that protects the fundamental principles of democracy in a state governed by the rule of law. Its decisions have a crucial impact on maintaining stability and law and order in Ukraine,” Bogdan Monich emphasised.
He congratulated Alla Oliinyk on taking the oath of a Judge of the Court, noting that this is a new stage in her professional career. “You are becoming a part of the institution that is responsible for preserving our statehood by protecting the Fundamental Law of Ukraine.”
The special plenary session of the Court was also attended by Chairman of the High Council of Justice Hryhorii Usyk, Permanent Representative of the Verkhovna Rada of Ukraine in the Constitutional Court of Ukraine Maksym Dyrdin, Representative of the President of Ukraine in the Constitutional Court of Ukraine Serhii Dembovskyi, officials of bodies of state power, Ukrainian citizens and media representatives.
