Acting Chairman of the Constitutional Court of Ukraine Serhii Sas met with Christian Lange and Renate Künast

 

 

On September 17, 2015 Acting Chairman of the Constitutional Court of UkraineSerhii Sas met with Parliamentary State Secretary of the German Federal Ministry of Justice and Consumer Protection Christian Lange and a member of the German Bundestag, Chairman of the Committee on Legal Affairs and Consumer Protection Renate Künast.

The meeting was attended by Ambassador Extraordinary and Plenipotentiary of Federal Republic of Germany to Ukraine Christof Weil, Deputy Director of the German Foundation for International Legal Cooperation Stefan Hulshorster, Assistant at the German Bundestag Patrick Wegner, Assistant at the German Federal Ministry of Justice and Consumer Protection Mirko Freitag, Head of the Consular and Legal Department of the German Embassy in Ukraine Martin Graf, judges of the Constitutional Court of Ukraine Oleksandr Kasminin, Ihor Slidenko, Stanislav Shevchuk and the Head of the Secretariat of the Constitutional Court of Ukraine Yaroslav Vasylkevych.

The interlocutors discussed the reform of justice and Constitution, combatting corruption and lustration in Ukraine.

Serhii Sas noted the regular friendly relations between Ukrainian constitutionalists and German lawyers. "Cooperation with Germany, one of the world's flagship of affirming the democratic principles is very important for us," he said.

In his turn, Christian Lange said that the German government has developed an action plan to help Ukraine, which provides for adequate funding. "I would like to take this opportunity and discuss the topic of constitutional complaint", continued the Parliamentary State Secretary.

 "The issue of constitutional complaint is very interesting, and we are very careful about introduction of this institution in Ukraine, but, in general, we are very positive about introduction of new institutions to protect the rights and freedoms of our citizens”, noted Serhii Sas.

Stanislav Shevchuk also expressed his opinion on the constitutional complaint. He stressed that he is one of the most ardent supporters of this institute. "The vocation of the Constitutional Court of Ukraine is to protect the rights and freedoms of our citizens", stressed the judge. He also drew the attention of the participants to the problem of installing filters for constitutional complaints.

Judge of the Constitutional Court of Ukraine Ihor Slidenko noted that he is "a careful supporter of constitutional complaint." "In order to introduce constitutional complaint, changes in the system of the Constitutional Court of Ukraine, in its structure and methodology are required, but it is clear for us that this is an extremely powerful tool to guarantee the rights and freedoms of citizens", emphasised the judge.

Acting Chairman of the Constitutional Court of Ukraine Serhii Sas stressed that "the judicial system in Ukraine resembles an old building, in which all systems got out of order. Despite the cosmetic changes since independence, it has remained essentially Soviet, but on the way of these changes, it has largely lost the most important, i.e. trust of the people. Therefore, changes need to be made systematically and comprehensively."

A number of other issues of common interest were discussed at the meeting.

At the end, the guests thanked for the informative meeting and the warm welcome and expressed the hope for fruitful cooperation. German guests also invited the Ukrainian constitutionalists to visit the Federal Constitutional Court of Germany.
