On 25 June 2026, the Acting Chairman of the Constitutional Court of Ukraine, Oleksandr Petryshyn, and the judges of the Constitutional Court of Ukraine – Oleksandr Vodiannikov, Viktor Gorodovenko, Oksana Hryshchuk, Viktor Kychun, Alla Oliinyk, Oleg Pervomayskyi, Petro Filiuk and Galyna Yurovska, held  a meeting with Director of Human Rights, Directorate General of Human Rights and the Rule of Law of the Council of Europe, Clare Ovey.

The event was also attended by Head of Division, Department for the Execution of Judgments of the European Court of Human Rights, Directorate General Human Rights and Rule of Law, Council of Europe Pavlo Pushkar, Head of Section, Department for the Execution of Judgments of the European Court of Human Rights   Ketevan Tskhomelidze, Lawyer,  Department for the Execution of Judgments of the European Court of Human Rights  Bozhena Malanchuk, and Project Manager of the Council of Europe’s Project “Further support for constitutional justice reforms in Ukraine”, Siuzanna Mnatsakanian.

In welcoming the guests, Acting Chairman of the Constitutional Court of Ukraine Oleksandr Petryshyn, thanked the Council of Europe for its consistent support for Ukraine during the difficult circumstances of wartime. He noted that the Constitutional Court of Ukraine particularly values professional dialogue with Council of Europe institutions that work directly on issues relating to the implementation of European Court of Human Rights judgments, as the effective implementation of such judgments is one of the key indicators of the effective functioning of the human rights protection system.

Clare Ovey highlighted Ukraine’s efforts and progress in reforms related to the implementation of the European Court of Human Rights’ judgments, as well as the importance of continued cooperation between Ukrainian institutions and the Council of Europe in this area.

During the meeting, it was emphasised that the Constitutional Court of Ukraine, despite operating with the minimum number of judges required for a quorum and under a heavy institutional workload, continues to fulfil its constitutional mission to protect human and civil rights and freedoms. Evidence of this includes, in particular, the Court’s adoption of two judgments this week.

The judges of the Constitutional Court of Ukraine noted that the Court continues to hear cases concerning social rights, access to justice, the enforcement of court decisions, and the protection of the rights of military personnel, war veterans and those affected by the war.

During the discussion, it was also emphasised that Ukraine’s experience as a member state of the Council of Europe, particularly in the area of enforcing ECHR judgments and implementing European standards for the protection of human rights, is of great importance on Ukraine’s path to membership of the European Union.

The judges of the Constitutional Court of Ukraine expressed their gratitude for the Council of Europe’s expert and institutional support in processes related to the consolidation of the rule of law, the development of constitutional justice and the protection of human rights. In this context, they emphasised their readiness for coordinated action within the framework of the Council of Europe’s current and future initiatives.

The meeting demonstrated an openness to further cooperation and the exchange of experience on issues of mutual interest to the Constitutional Court of Ukraine and the Council of Europe. This professional dialogue contributes to deepening institutional partnership, strengthening the legal foundations of a democratic state and ensuring that European standards in the field of human rights protection are duly taken into account.
