Constitutional Court Judge Olha Sovhyria joined the discussion on the strategic guidelines of the Council of Europe Action Plan for Ukraine for 2027–2030

On February 25, 2026, Judge of the Constitutional Court of Ukraine Olha Sovhyria took part in a high-level strategic session on the preparation of the new Council of Europe Action Plan for Ukraine.
The event focused on discussing the overall priorities, reform needs, and strategic guidelines of the Council of Europe’s Action Plan “Democratic Security for Ukraine” for 2027-2030.
The new Action Plan will be based on and build on the achievements of the current Action Plan for Ukraine “Resilience, Recovery and Reconstruction” for 2023-2026.
Among the main priorities of the new Action Plan, identified during the consultations, are:
- safeguarding human rights and responsibility for peace and stability;
- fostering social inclusion and protecting minorities, vulnerable groups, and women;
- reinforcing democratic institutions, resilience of the information space, and building capacity and expertise for election preparation when conditions permit;
- strengthening independent justice and good governance for democratic resilience.
The Democratic Security for Ukraine Action Plan aims to:
contribute to the development and facilitate the effective implementation of a peace plan for Ukraine; to reinforce Ukraine’s democratic resilience by advancing good governance, the rule of law, and human rights; and to support Ukraine’s strategic goal of strengthening its security through European Union membership by aligning reforms with European standards.
