Czech experience for constitutional justice: outcomes

On February 17–18, 2026, professional meetings were held with judges of the Constitutional Court of the Czech Republic.

The Ukrainian side was represented by Acting Chairman of the Constitutional Court of Ukraine Oleksandr Petryshyn, judges of the Court Oksana Hryshchuk, Viktor Kychun, Vasyl Lemak, Alla Oliinyk, Oleksandr Vodiannikov and Galyna Yurovska.

The Czech side was represented by President of the Constitutional Court of the Czech Republic Josef Baxa, Vice-Presidents of the Court Veronika Křesťanová and Kateřina Ronovská, judges of the Court Michal Bartoň, Jan Wintr, Daniela Zemanová, Lucie Dolanská Bányaiová, Zdeněk Kühn, and Jan Svatoň.

The program of the event included discussions on a number of key issues related, in particular, to the practical aspects of applying the rules of professional ethics for judges, disciplinary procedures and recusal (self-recusal) of judges, the methodology for preparing court documents, and approaches to taking European Union law into account in the case law of the constitutional jurisdiction. The participants joined in the discussion of the issues outlined and gave thematic presentations.

Particular attention was paid to the organisational structure of the Court, internal coordination between judges and the Court Secretariat, the methodology of research in constitutional proceedings, and the structuring of the Court's reasoning in its decisions.

Following the program, the participants exchanged views on further steps in bilateral cooperation. The judges of the Constitutional Court expressed their gratitude to their Czech colleagues for the open dialogue and valuable experience, which will contribute to strengthening the institutional capacity of the domestic constitutional jurisdiction body on the path to Ukraine's full membership in the European Union.

Acting Chairman of the Constitutional Court of Ukraine Oleksandr Petryshyn left an entry in the Commemorative Book and thanked the Czech side for its constant support and willingness to develop bilateral relations.

The judges of the Constitutional Court of Ukraine also held a meeting with the Consul of Ukraine in Brno, Hanna Proshko, during which they discussed the specifics of constitutional control in the context of global challenges.

The event was organised as part of the OSCE Support Program for Ukraine's project “Empowering Constitutional Justice: Strengthening the Constitutional Court of Ukraine’s Role in Advancing Gender Equality, Human Rights, and Rule of Law.”
