Yuriy BARABASH

Judge of the Constitutional Court of Ukraine

 

Born on June 28, 1980, in the city of Konotop, Sumy region.

In 2002, he received a higher education degree in Law from the Yaroslav Mudryi National Law University.

In 2004, he defended his thesis for the degree of Candidate of Legal Sciences in Constitutional Law on the topic “Parliamentary Control in Ukraine: Problems of Theory and Practice.”

In 2009, he defended his thesis for the degree of Doctor of Law in the specialty “Constitutional Law; Municipal Law” on the topic “State-legal conflicts at the present stage of state building: constitutional and legal aspects.”

In 2004–2005, he was an assistant, and in 2005 – 2010, he was an associate professor and head of the Department of Constitutional Law of Ukraine at the Yaroslav Mudryi National Law University.

In 2010–2021, he was Vice-Rector for Academic Affairs at the Yaroslav Mudryi National Law University (in 2007–2015, he was also Chair of the Department of Constitutional Law of Ukraine).

In 2021–2025, he worked as Vice-Rector for Scientific and Pedagogical Work and Strategic Development at the Yaroslav Mudryi National Law University where he was also Professor of the Department of Constitutional Law of Ukraine.

In 2005–2023, he was a research fellow, senior research fellow, head of the research sector, and chief research fellow at the Research Institute of State Building and Local Self-Government of the National Academy of Legal Sciences of Ukraine (part-time).

Since June 2023, he has been an academician-secretary of the Department of State and Legal Sciences and International Law of the National Academy of Legal Sciences of Ukraine (part-time).

On September 17, 2025, he was appointed judge of the Constitutional Court of Ukraine by Decree of the President of Ukraine. He took the oath of office on September 24, 2025.

Doctor of Law, professor, academician (full member) of the National Academy of Legal Sciences of Ukraine.

Member of the Executive Committee of the International Association of Constitutional Law (IACL-AIDC).

Author of over 160 scientific works on constitutional law (electoral law and the referendum process, state-legal conflictology, the principle of the social state, constitutional complaints, the doctrine of “militant democracy” and its application in modern conditions, protection of national identity, etc.).

Honoured Worker of Science and Technology (2021); laureate of the State Prize of Ukraine in Science and Technology (2019); award of the President of Ukraine “For the Defense of Ukraine” (2023); award of the Ministry of Defense of Ukraine “For Contribution to Defense” (2023); Award of the Ministry of Defense of Ukraine “For Strengthening Defense Capabilities” (2024); Award of the Ministry of Education and Science of Ukraine “Excellence in Education” (2014); laureate of the Yaroslav Mudriy Award (2008, 2012).
