The Advisory Group of Experts (AGE) has received from the Parliament and Council of Judges of Ukraine all the documents of the candidates whom these nominating agencies admitted to the competitive selection of judges of the Constitutional Court of Ukraine (CCU).
Currently, there are five vacant positions of CCU judges: three by the Parliament's quota and two by the quota of the Congress of Ukrainian Judges.
On 29 November 2023, AGE received from the Council of Judges of Ukraine documents on the following 16 candidates:

(3) Olena Volkova, judge, Yuzhnoukrainsky City Court of Mykolaiv Oblast;

(5) Nataliya Denysenko, Deputy Director of the Department for Comparative-and-Legal Analysis – Manager of the Office for Comparative Studies of the Legal Department of the CCU Secretariat;
(6) Vadym Ihnatenko, Justice, Supreme Court Cassation Civil Court;
(7) Larysa Korunchak, Associate Professor, Chair of Criminal Law and Other Criminal-and-Legal Subjects, Mykolaiv Institute of Law as part of National University "Odesa Law Academy";

(21) Roman Tytykalo, Attorney, Manager Partner of Tytykalo and Partners law firm;
(22) Taras Tsymbalystyi, Prosecutor, Office of Prosecutor General;
(23) Tetiana Shynkar, Judge, The Eighth Appellate Administrative Court;
(24) Oksana Shcherbaniuk, Professor, Justice Chair at Yuriy Fedkovych Chernivtsi National University;
(25) Roman Yaromeniuk, Senior Detective, National Anti-Corruption Bureau of Ukraine.
Overall, AGE has received documents on 41 candidates. Three of them – Nataliya Denysenko, Serhiy Martiev, and Nataliya Panchenko – are nominated simultaneously by the Parliament and Council of Judges of Ukraine. Another candidate, Larysa Korunchak, filed an application for termination of her participation in the competitive selection process after AGE had received the documents.
Therefore, in view that one candidate has withdrawn from the competition and three people are nominated simultaneously by the Parliament and Congress of Judges of Ukraine, currently there are 37 candidates for 5 vacancies.
Pursuant to the Law of Ukraine on Constitutional Court of Ukraine, the four-month period envisaged for considering and reviewing documents and materials about these candidates began on 28 November 2023 and 07 December 2023.
During this period, AGE will conduct public interviews with the candidates which will be streamed on AGE pages and CCU web site.
We hereby encourage everyone to send to AGE information and materials about compliance / non‑compliance of one or another candidate the CCU judge position with the criteria of high moral qualities and level of competence in the sphere of law.
