The Resolution of the Verkhovna Rada of Ukraine “On Establishment and Liquidation of Rayons”

On October 20, 2o2o the Court was seized with the constitutional petition of 49 People’s Deputies of Ukraine on conformity of the Resolution of the Verkhovna Rada of Ukraine “On Establishment and Liquidation of Rayons” of 17 July 2020 No. 807-ІХ (hereinafter –the Resolution) to the Constitution of Ukraine.
The petition reads that the Resolution does not conform to Articles 1, 6.2, 8, 19.2, 55.1, 55.2 and 92.1.13 of the Fundamental Law of Ukraine.
The subject of the right to the constitutional petition considers, that when regulating the issue of the territorial structure by the resolution and not by the law, the Verkhovna Rada of Ukraine acted within the scope of its authority, yet not in the manner required by the Constitution.
