Delegation of the Constitutional Court of Ukraine took part in the fifth professional meeting on constitutional law issues
On May 9-12, 2017 the delegation of the Constitutional Court of Ukraine, consisting of the judges Viktor Kolisnyk, Ihor Slidenko and Stanislav Shevchuk took part in the fifth professional meeting on constitutional law issues, held in Bonn, Germany.
The event was organised with the assistance and support of the German Foundation for International Legal Cooperation (IRZ).
The visit was a continuation of the traditional Ukrainian-German meetings on the exchange of scientific and methodological experience between the bodies of constitutional jurisdiction of both states.
IRZ Director General Veronika Keller-Engels, representatives of the German Federal Constitutional Court – Professor, Dr. Reinhard Gaier (former judge) and Professor Dr. Udo Steiner (former judge) took part in the event.
The programme of the event included discussion of important issues related to the constitutional reform in Ukraine and new powers of the Constitutional Court of Ukraine.
The limits of interference in the private life of individuals in the context of public/social interest, control over the functioning of political parties were also on the agenda.
Judges of the Constitutional Court of Ukraine Viktor Kolisnyk, Ihor Slidenko and Stanislav Shevchuk spoke about the state of the constitutional reform in Ukraine and the changes in the activities of the Constitutional Court of Ukraine, in particular, the powers of the domestic body of constitutional jurisdiction, the appointment and dismissal of judges, guarantees of their independence and immunity.
Participants of the event also touched upon the introduction of the institution of constitutional complaint in Ukraine, which should become a reliable guarantee of citizens' access to constitutional proceedings, and the organisation and improvement of the work of the Constitutional Court of Ukraine.
Special attention was paid to the Draft Rules of Procedure of the Constitutional Court of Ukraine.
The speeches and questions of the members of the Ukrainian delegation aroused great interest and provoked a lively discussion with German colleagues. During the seminar, participants exchanged their views on future changes in the constitutional jurisdictions of both states.
The German colleagues, taking into account their own experience, made recommendations on possible ways to improve the work of the Constitutional Court of Ukraine and the expectations regarding the prospects for further constructive cooperation and the continuation of regular professional conversations in the same format.
