Judge of the Constitutional Court of Ukraine Stanislav Shevchuk took part in the round table "Transforming the country: Ukraine on the way of reforms"
On March 24, 2017 judge of the Constitutional Court of Ukraine Stanislav Shevchuk took part in the round table "Transforming the country: Ukraine on the way of reforms", dedicated to domestic reforms. The event was held on March 24, 2017 in Vienna (Republic of Austria). Deputy Heads of Presidential Administration of Ukraine Oleksii Filatov and Dmytro Shymkiv, representatives of the High Qualification Commission of Judges of Ukraine Serhii Koziakov and Andrii Kozlov, Permanent Representative of Ukraine to the International Organisations in Vienna Ihor Prokopchuk and the lawyer, expert “Emergency care reform package” group Markiian Halabala took part in the event.
The event was held at the Secretariat of the Organisation for Security and Co-operation in Europe (OSCE) at the request of the National Reform Council and supported by the OSCE Project Coordinator in Ukraine. Informational support was provided by the Council for Judicial Reform.
The purpose of the event was to raise awareness of the international community on the progress of reforms in Ukraine.
Deputy Head of Presidential Administration of Ukraine Dmytro Shymkiv thanked the OSCE and participating states for their continued support for the reforms taking place in Ukraine. In his deep conviction, because of that "Ukraine has made more than previously, but less than the overall aims of our state."
Deputy Head of Presidential Administration of Ukraine, Secretary of the Constitutional Commission, and co-ordinator of the Council for Judicial Reform Oleksii Filatov continued the presentation of reforms program in Ukraine. He described the constitutional and judicial reforms which are being implemented according to the Law of Ukraine "On Amendments to the Constitution of Ukraine (on justice)". Oleksii Filatov focused on changes regarding the formation of a new judiciary corps of Ukraine and on reform issues concerning not only the judiciary, but also the advocacy.
During a separate presentation, detailed attention was paid to the constitutional reform in justice sector. Judge of the Constitutional Court of Ukraine Stanislav Shevchuk talked about strengthening the independence of the Constitutional Court of Ukraine. In addition, he pointed out the changes in the competitive selection procedure for new judges and the introduction of a constitutional complaint. "The constitutional complaint is a chance for the Ukrainian legal system to establish effective judicial protection of constitutional rights and freedoms, where the Constitutional Court of Ukraine will play a decisive role", said Stanislav Shevchuk. Oleksii Filatov and Serhii Koziakov also expressed their opinions on current issues within this presentation.
Chairman of the High Qualification Commission of Judges of Ukraine Serhii Koziakov outlined the main stages of the formation of the new Supreme Court in his speech in the section "Ukrainian judicial reform plan, design and construction of a fair judicial system". Separately, he drew attention to the unprecedented transparency and openness of the tender procedures during the action. The Chairman of the High Qualification Commission of Judges of Ukraine also dwelt upon the experience of community activists in the Public Integrity Council of the Higher Qualification Commission of Judges of Ukraine.
The task of the entire judicial reform is depoliticisation of the Ukrainian judicial system and its independence from any political influence, noted a member of the High Qualification Commission of Judges of Ukraine Andrii Kozlov. An equally important problem, in his opinion, is the creation of the Anti-Corruption Court, which will deal with the issues and withstand any challenges regardless of the political situation in Ukraine.
At the end of the event, the Chairperson and the OSCE Project Co-ordinator in Ukraine Vaidotas Verba stressed that the OSCE is interested in the continuation of reforms in Ukraine. This is due to the importance of the Ukrainian state for the OSCE, and strong cooperation that lasts for many years between the two sides.
