Mykola Melnyk

Former Judge of the Constitutional Court of Ukraine

 

Mykola Melnyk was born on July 14, 1962 in Mykhailivka, Korostenskyi district, Zhytomyr region.

From 1983 he worked in the bodies of interiour affairs. In 1989 he graduated from the Kyiv Higher School of the USSR Ministry of Interiour Affairs. In 1991 he defended his thesis and was a lecturer at the National Academy of Interiour Affairs.

1994 – 1998 – chief consultant of the Secretariat of the Commission of the Verkhovna Rada of Ukraine on combating organised crime and corruption.

1998 – 2004 – Deputy Head of the Chief Research and Expert Directorate of the Secretariat of the Verkhovna Rada of Ukraine.

2004 - 2006 – Deputy Head of the Central Election Commission of Ukraine.

During 2006 – 2012 he held offices of Adviser to the Chairman of the Supreme Court of Ukraine, Head of Office of the Chairman of the Supreme Court of Ukraine, Head of Directorate on Support of Activities of the Chairmanship of the Supreme Court of Ukraine.

2012 – 2014 – research legal consultant at Razumkov Centre.

In March 2014 he was appointed Judge of the Constitutional Court of Ukraine by the Verkhovna Rada of Ukraine. He took the oath of a judge of the Constitutional Court of Ukraine on March 13, 2014.

Decorated with Orders of Merit, 2nd and 3rd classes.

Doctor of Legal Sciences, Professor. Distinguished Lawyer of Ukraine.

Judge Melnyk was a member of the High Council of Justice (2000 – 2006), member of the High Qualification Commission of Judges of Ukraine (2008 – 2009).

In May 2012 he was appointed a member of the Constitutional Assembly of Ukraine. On December 2, 2013 he submitted a statement of resignation in view of the refusal of the political leadership of the state to adhere to the Euro-integration course of the development of Ukraine and bloody beatings of participants of a peaceful action on November 30, 2013 at Maidan Nezalezhnosti Square in Kyiv.

Author of over 200 research publications on criminal and constitutional law, combating corruption, law enforcement activities, judiciary, and electoral process.

Pursuant to the Resolution of the Constitutional Court of Ukraine dated December 24, 2019 No.9-пс/2019 Mykola Melnyk retired from the office of the judge of the Constitutional Court of Ukraine.
