The delegation of the Constitutional Court of Ukraine took part in the anniversary events of the Constitutional Court of Romania
On June 21-22, 2012 the Constitutional Court of Romania celebrated its 20th anniversary and 100 years since the affirmation of the constitutional review of laws in Romania.
Upon the invitation of the President of the Constitutional Court of Romania Mr. Augustin Zegrean the Chairman of the Constitutional Court of Ukraine Mr. Anatolii Holovin and the Judge of the Constitutional Court of Ukraine Mrs. Maria Markush took part in the anniversary events in Bucharest.
On the occasion of the jubilee celebrations the Constitutional Court of Romania organised the International Conference on “Constitutional Review – Tradition and perspectives”, which was attended by judges and representatives of the international organisations from more than 20 countries.
At the opening ceremony of the International Conference the President of Romania Mr. Traian Băsescu took a floor and addressed his speech to the participants. Mr. President emphasised the important role of the Constitutional Court of Romania as a guarantor of equal constitutional citizens’ rights and freedoms before the law. President Băsescu also stressed that the sole body of the constitutional jurisdiction is an integral part of the rule-of-law state and the constitutional democracy.
In the framework of the anniversary events the delegation of the Constitutional Court of Ukraine on behalf of the judges of the Constitutional Court of Ukraine congratulated Romanian colleagues on the jubilee and wished them success in establishing the rule of law and the protection of human and citizens’ rights and freedoms.
During the International Conference the participants presented the variety of informative reports. In particular, the judge of the Constitutional Court of Ukraine Mrs. Maria Markush presented her report on “The Constitutional Control in Ukraine: Problematic Issues and Future Prospects”, in which she highlighted the importance of the constitutional control as one of the means of protection of the Constitution of the State. She stressed that the Constitutional Court of Ukraine provides direct supremacy and effect of the Constitution of Ukraine, including those provisions concerning human and citizens’ rights and freedoms.
During the Conference the participants discussed the implementation of
the constitutional review, the role of constitutional courts in protecting citizens’ rights and freedoms and mechanisms of public access to the constitutional justice. They noted the importance of ongoing dialogue between the judges of the constitutional courts in different countries at the bilateral and multilateral levels.
At the closing ceremony of the International Conference, the Prime Minister of Romania Mr. Victor-Viorel Ponta highly praised the work of the Constitutional Court of Romania during 20 years of its activity, and the President of the Constitutional Court of Romania Mr. Augustin Zehryan thanked all the participants for their participation, cooperation and warm greetings.
While in Bucharest, the Ukrainian delegation held working meetings with the representatives of the bodies of the constitutional jurisdiction of Austria, Bulgaria, Cyprus, Korea, Hungary, Lithuania, Latvia, Luxembourg, Moldova, Poland, Russia, Serbia, Thailand, Turkey, as well as with the President of the Venice Commission of the Council of Europe Mr. Gianni Buquicchio.
During the abovementioned visit to Romania at the special solemn ceremony the Chairman of the Constitutional Court of Ukraine Mr. Anatolii Holovin and the President of the Constitutional Court of the Republic of Bulgaria Mr. Evgeni Tanchev signed the Memorandum on Developing Cooperation between the Constitutional Court of Ukraine and the Constitutional Court of the Repubic of Bulgaria.
