ccu1THE CONSTITUTIONAL COURT OF UKRAINE is the sole body of constitutional jurisdiction in Ukraine. The Law of Ukraine “On the Constitutional Court of Ukraine” adopted on October 16, 1996 sets forth that the task of the Constitutional Court of Ukraine is to guarantee the supremacy of the Constitution of Ukraine as the Fundamental Law of the State throughout the territory of Ukraine.

The Court held its first session on October 22, 1996 and adopted its first decision on May 13, 1997.

The organisation, authority and arrangement of activities of the Constitutional Court of Ukraine are set forth by the Constitution of Ukraine, the Law “On the Constitutional Court of Ukraine” and the Rules of Procedure of the Constitutional Court of Ukraine.

The Constitutional Court of Ukraine consists of eighteen judges. President of Ukraine, Verkhovna Rada of Ukraine and Congress of Judges of Ukraine each appoint six judges of the Constitutional Court of Ukraine for a nine-year term.

The Court is headed by the Chairman of the Constitutional Court of Ukraine who is elected for a single three-year term from among judges of the Constitutional Court of Ukraine.

The organisational, scientific and expert, informational and reference support for the activity of the Constitutional Court of Ukraine is performed by the Secretariat of the Constitutional Court of Ukraine.

The printed body of the Constitutional Court of Ukraine is "The Bulletin of the Constitutional Court of Ukraine".

 Regular working meeting of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions 03.03.2017
On March 2, 2017 the regular working meeting of the presidents of the constitutional courts - members of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions (BBCJ) chaired by the Constitutional Court of Ukraine this year, was held in Chisinau, Republic of Moldova. The meeting was attended by the Chairman of the Constitutional Court of Ukraine Yurii Baulin, President of the Constitutional Court of Georgia Zaza Tavadze, President of the Constitutional Court of the Republic of Lithuania Dainius Zalimas, President of the Constitutional Court of the Republic of Moldova Alexandru Tanase. During the meeting the issues of the preparation of the General Assembly and the Second Congress of the Association, specifying their agenda, the place and time of their holding as well as the enlargement of the Association were discussed.

On February 28, 2017 a round table with experts of the European Committee of Social Rights of the Council of Europe “The European standards on guarantees of social and economic rights by Governments” was held at the Constitutional Court of Ukraine. The participants of the round table discussed topical issues concerning the realisation of social rights of citizens in the case law of the European Court of Human Rights, European countries, and issues directly related to the activity of the Constitutional Court of Ukraine, as nowadays the Court is considering cases on citizens' social security...

The delegation of the Constitutional Court of Ukraine, composed of judge Oleksandr Tupytskyi, First Deputy Head of the Secretariat of the Constitutional Court of Ukraine Larysa Biriuk and employees of the Secretariat of the Constitutional Court of Ukraine took part in professional talks with German colleagues on processing constitutional complaints, which took place on February 5-9, 2017 in Karlsruhe and Heidelberg (Germany) and Strasbourg (France). The visit was organised by the German Foundation for International Legal Co-operation (IRZ), which has been traditionally promoting Ukrainian-German meetings on constitutional and legal issues.  Working meeting of the presidents of constitutional courts - members of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions 17.02.2017
On February 13, 2017 the working meeting of the presidents of the constitutional courts - members of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions (BBCJ) which is chaired by the Constitutional Court of Ukraine this year, was held at the Constitutional Court of Ukraine. The meeting was devoted to preparation of the General Assembly and the Second Congress of the Association, expansion of the Association as well as important aspects of constitutional justice. It was determined, that the Second Congress will be held in May 2017 in Kharkiv, Ukraine, and will be devoted to the role of constitutional courts in the developing of the provisions of national constitutions in the context of the generally recognised principles and norms of international law and EU law, judgments of international courts.
 Presentation of the Joint project of the Constitutional Court of Ukraine and the OSCE Project Co-ordinator in Ukraine 16.02.2017
On February 13, 2017 a presentation of the joint project of the Constitutional Court of Ukraine and the OSCE Project Co-ordinator in Ukraine "Promoting the introduction of the constitutional complaint in the Constitutional Court of Ukraine: increasing the judicial transparency and accessibility” was held at the Constitutional Court. Chairman of the Constitutional Court of Ukraine Yurii Baulin greeted the participants and emphasised on the importance and relevance of this project with regard to the amendments to the Constitution and introduction of the institute of constitutional complaint in Ukraine. The Constitutional Court of Ukraine has received more than 50 constitutional complaints from the citizens and the Court is now awaiting the legislative regulation of the procedures for dealing with the constitutional complaints.

On February 3, 2017 Chairman of the Constitutional Court of Ukraine Yurii Baulin met with the Head of Office of the Council of Europe, Representative of the Secretary General in charge of the co-ordination of the co-operation programmes in Ukraine Mr. Мarten Ehnberg. The meeting was attended by judge of the Constitutional Court of Ukraine Stanislav Shevchuk, “Support to Justice Sector Reforms in Ukraine” Project manager Andrii Kavakin, “Promoting of reform of electoral law and constitutional reform in Ukraine” Project manager Serhii Tkachenko. At the beginning of the meeting Yurii Baulin emphasised the long-term cooperation of the Constitutional Court of Ukraine with the Council of Europe and expressed hope for its continuation in future.

Chairman of the Constitutional Court of Ukraine Yurii Baulin and judge of the Constitutional Court of Ukraine Stanislav Shevchuk participated in the seminar "Non-refoulement as a principle of international law and the role of the judiciary in its implementation" and a solemn hearing of the European Court of Human Rights on the occasion of the opening of the judicial year, held on January 27, 2017 in Strasbourg. The President and judges of the European Court of Human Rights, the UN Special Rapporteur on the Human Rights of Migrants, President of the National Asylum Tribunal (France), President of the International Criminal Court, judges of the constitutional and supreme courts of the European countries as well as the representatives of academic institutions took part in the event.

From January 1, 2017 the Constitutional Court of Ukraine chairs the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions (BBCJ). Signing of the Declaration on the establishment of the Association in Vilnius on October 25, 2015 by the Presidents of the Constitutional Courts of Ukraine, Georgia, Lithuania and Moldova was the beginning of the activity of the Association of Constitutional Justice of the Countries of the Baltic and Black Sea Regions. According to this document, the participating countries recognise the need to strengthen the independence of constitutional courts as a significant factor in guaranteeing democracy and rule of law as well as the supremacy of the constitution, share the common goal of promoting the exchange of information regarding the best legal practices in the field of constitutional law, etc.

On December 18-19, 2016 delegation of the Constitution Court of Georgia headed by the Vice-President of the Constitutional Court of Georgia Teimuraz Tughushi paid a working visit to the Constitutional Court of Ukraine. The visit was co-organised by the OSCE Project Co-ordinator in Ukraine. On December 18, 2016 the Chairman of the Constitutional Court of Ukraine Yurii Baulin and judge of the Constitutional Court of Ukraine Stanislav Shevchuk held a meeting with the Vice-President of the Constitutional Court of Georgia Teimuraz Tughushi, Head of the Department of Research and Legal Provision of the Constitutional Court of Georgia Irakli Ksovreli, senior advisor of the Department of Research and Legal Provision of the Constitutional Court of Georgia Ana Tchiabrishvili.
 Meeting of the Chairman of the Constitutional Court of Ukraine Yurii Baulin with Ambassador Extraordinary and Plenipotentiary of Hungary to Ukraine Mr. Erno Keskeny 13.12.2016
On December 12, 2016 the Chairman of the Constitutional Court of Ukraine Yurii Baulin held a meeting with Ambassador Extraordinary and Plenipotentiary of Hungary to Ukraine Mr. Erno Keskeny. At the meeting the interlocutors noted the important role of bilateral cooperation between Ukraine and Hungary in general and in the sphere of ??constitutional justice in particular. Erno Keskeny described briefly the state of bilateral cooperation between Hungary and Ukraine, stressing that Hungary became the first among other States that opened its diplomatic mission in Ukraine and the 25th anniversary of the establishment of diplomatic relations between Hungary and Ukraine has been recently celebrated. The Ambassador pointed out that Hungary supports the European choice of Ukraine and noted that recently the political dialogue between the two countries has been significantly intensified.
